The Law of the Republic of Belarus dated July 18, 2011 No. 300-Z “On Appeals of Citizens and Legal Entities” establishes the procedure and terms for submitting to state bodies and other state organizations of electronic appeals, the requirements for appeals, the term for consideration of appeals and the requirements for answers (notifications) for appeals by means state unified (integrated) republican information system for accounting and processing of appeals of citizens and legal entities (system of accounting and processing of appeals).

Providing state bodies and other state organizations, as well as applicants for access to the accounting and processing system of appeals are free of charge. The use of information resources (systems) of state bodies and other state organizations in order to function the system of accounting and processing of appeals is free of charge.
The provision of information on appeals from the system of accounting and processing of appeals without the consent of citizens, their representatives or legal entities about which information is requested is allowed for the purpose of considering the appeals of these citizens, their representatives or legal entities to higher organizations, as well as other state bodies and other state organizations in cases provided for by legislative acts.
The procedure for introducing information to state bodies and other state organizations to the system of registration and processing of appeals, the procedure for providing state bodies and other state organizations, as well as applicants of information from this system, the procedure for identifying (authorization) of applicants in the system of accounting and processing of appeals, other issues related to the functioning of the accounting and processing system, are established by the Council of Ministers of the Republic of Belarus.
The owner of the accounting and processing system and its operator, which also ensures the technical conditions for the functioning of the accounting and processing system, are determined by the Council of Ministers of the Republic of Belarus.
Electronic circulation is stated in Belarusian or Russian.
Electronic appeals of citizens must contain:
the name and (or) the address of the organization or the position and (or) surname, his own name, patronymic (if any) or the initials of the person who are sent to the appeal;
surname, own name, patronymic (if any) or the initials of a citizen, the address of his place of residence (place of stay);
a presentation of the essence of the appeal;
Electronic appeals of legal entities and individual entrepreneurs must contain:
the name and (or) the address of the organization or the position and (or) surname, his own name, patronymic (if any) or the initials of the person who are sent to the appeal; full name of the legal entity and its location;
a presentation of the essence of the appeal;
The surname, his own name, patronymic (if any) or the initials of the head or person authorized to sign the appeals in the prescribed manner.
Electronic appeals submitted by the representatives of the applicants should be attached in electronic form confirming their powers.
The essence of electronic circulation cannot be stated through links to Internet resources. The text of the appeal must be read. It is not allowed to use obscene or insulting words or expressions in appeals.
In case of non -compliance with these requirements, the electronic circulation can be left without consideration on the merits.
The permissible formats of attached documents and (or) information in electronic form and their graphic images on paper (scans) are: PDF/A, DOCX, DOC, RTF, TXT, ODT, ZIP, RAR, PNG, TIFF, JPEG, JPG.
The answers (notifications) to electronic appeals are sent by means of the accounting and processing system, with the exception of cases when the applicant in his electronic circulation asks to send a written response.
If the incoming written and (or) electronic appeals of a similar content from different applicants are massive (more than ten appeals), answers to such appeals by decision of the head of the organization or the person authorized to sign the answers to the appeals in the established manner, can be posted on the official website of the global computer network without sending answers (notifications) to applicants.
The applicant has the right to withdraw his appeal before considering it on the merits by submitting an appropriate written or electronic application.
Response to an appeal or decision to leave the appeal without consideration on the meritscan be appealedto a higher organization.
