Information about the need to use masks

In accordance with Article 28 of the Law of the Republic of Belarus “On Sanitary and Epidemiological Blessed of the Population” dated January 7, 2012 No. 340-Z, citizens are obliged to comply with the legislation in the field of sanitary and epidemiological well-being of the population, to conduct or participate in the sanitary and anti-epidemic measures, to take care of their health and health of their children.

In accordance with paragraph 40 of the sanitary norms and rules “Requirements for the organization and conduct of sanitary and anti-epidemic measures aimed at preventing the drift, the occurrence of the influenza and infection of Covid-19”, approved by the Decree of the Ministry of Health of the Republic of Belarus dated December 29, 2012 No. 217, sanitary and supply measures aimed at Prevention of the occurrence and spread of the COVID-19 infection is determined in complex plans.

Complex plans are approved in the prescribed manner by local executive and administrative bodies, depending on the intensity of the development of the epidemic process, and are accepted for execution.

Clause 26 of the integrated plan of sanitary and anti-epidemic measures aimed at preventing the occurrence and distribution of Covid-19 infection in the city of Minsk, approved by the decision of the Minsk City Executive Committee dated April 7, 2020 No. 1069 “On approval of the complex plan” (as amended by the Minsk City Executive Committee dated 13.08.2020 No. 2710, dated 22.10.2020 No. 3436, dated 12.11.2020 No. 3674), it is envisaged to ensure the use of personal respiratory protection funds (mask) when visiting objects (real estate) and in organizations of all forms of ownership of Minsk (shops, shopping centers, catering facilities (with the exception of the time of direct meal), pharmacy, healthcare institutions, institutions of education, social Services of the population, sports facilities, administrative buildings, branches of banks, posts, mail, household services, cultural institutions, entertainment centers, public transport, including route taxis, taxi cars, metro and other facilities).

In accordance with Article 60 of the Law of the Republic of Belarus dated 04.01.2010 No. 108-Z “On local administration and self-government in the Republic of Belarus”, decisions of executive and administrative bodies adopted within the limits of competence are mandatory for lower executive and administrative bodies, as well as other organizations and citizens located in the relevant territory.

In terms of the appropriateness of the use of medical masks, it is necessary to take into account that the function of the mask lies in the barrier delay in moisture drops, which are formed during coughing and sneezing, and in which microorganisms (viruses, bacteria, etc.) can be in a balanced state.

At the same time, it is possible to use non-medical disposable masks and tissue multi-layer masks (degree of filtration and moisture resistance to the material and number of layers) for the prevention of the COVID-19, which belong to personal hygiene objects.

Disposable masks, masks from textile materials are recommended to be changed every 2 hours, and this is due to their moisture in the process of breathing. In the presence of individual characteristics, citizens can change masks as often as necessary. A citizen, with any violations of the functions of the respiratory system or the presence of allergic reactions, can independently choose a four-layer dressing of woven cotton materials for use, which, when used, will not cause him unpleasant sensations. Subject to the correct use of masks, information about possible risks and side effects in available sources of information is absent.

Before putting on the mask, it is necessary to wash your hands under running water and soap, in the absence of access to running water, treat your hands with an antiseptic. Put on a mask, holding on to the ear fixers. Squeeze the mount in the nose tightly. If there are special folds on the mask, they must be straightened. The mask should close the mouth, nose and chin. After use, remove the mask, holding on to the ear fixers, place in a plastic bag, and then in a garbage container, if it is disposable. The process of processing reusable masks and subsequent use is carried out on an individual principle using detergents, disinfectants or other means recommended by the manufacturer. In accordance with the recommendations of the Ministry of Health of the Republic of Belarus after using a reusable mask, before its repeated use it is necessary to wash in hot water (at least 60 degrees) with soap or washing powder, then ironing with an iron. If it is impossible to immediately process the reusable mask, it should be placed in an individual bag.

In accordance with the recommendations of the World Health Organization (WHO) and the United Nations (UNICEF) Children's Fund, children aged5 years and youngershould not wear masks. In some cases, it is possible to use a medical mask by children under 5 years of age, for example, when a sick person is nearby. In this case, if the child put on a mask, a parent or another adult who is nearby, should be nearby, keep the child in the field of view to control the safe use of the mask.

According to WHO and UNICEF, wearing a medical mask with children aged 6-11 years is possible if: there is a risk of infection at the place of residence of the child; The child is able to safely and correctly use the mask; It is possible to change the mask in a timely manner to clean (for example, in schools and children's institutions); Children are under supervision from adults who instruct a child about how to put on, shoot and safely wear masks; The child interacts with other people who are at high risk of developing serious diseases, for example, elderly people and people with other related diseases.

Children aged 12 years and older are recommended to wear masks in the same way as adults, in particular, when they cannot guarantee a distance of at least 1 meter from others in public places where there is a risk of infection.

The implementation of a comprehensive plan for sanitary and anti-epidemic measures aimed at preventing the occurrence and spread of COVID-19 infection in the city of Minsk made it possible to improve the sanitary and epidemiological situation in Minsk, to significantly reduce the incidence of coronaviral infection. Thus, observing the mask regime showed its effectiveness.
